公園，是城市裡重要的公共場域，公廁的品質是城市進步的指標之一。台中市政府以2019年啟動的「台中美樂地計畫」（Taichung Melody）出發，秉持人本精神，推動「陽光公廁」、「共融公園」及「人本無障礙環境」為三大重點，其中，打造陽光公廁，不僅讓民眾有感於方便與舒適度的提升，更使城市美學帶來新的亮點。

為了翻轉傳統公廁給人的刻板印象，重新打造陽光正向的如廁體驗，市府建設局的具體作為包含：汰換老舊硬體設施、更新老舊管線，且新增排放採雨汙分流、廁間設置救助鈴等。此外，針對常年的通風與氣味問題，也以自然對流的方式，增加與增大通風口，來減低臭味與潮濕情形，並融入設計美學、採用環保標章的設備，以多管齊下的方式，讓公廁變成讓大眾安心使用的友善廁所。實施多年下來，目前已完成102處的公廁改造，成果遍布台中各行政區。

照顧特定族群「揪甘心」

除了將公廁設備汰舊換新，市府建設局也將高齡者、家長、女性、小朋友等不同族群的使用者的需求納入考量。舉例來說，傳統公廁多是男女廁數量各半，未考量女性所需的如廁時間較長，常常造成女廁大排長龍的狀況。市府打造的陽光公廁，自2023年起將男女廁間比1:4提高至1:5，廁間坐蹲比也提升至3:2，還增加親子廁間所需設備，並符合建築物無障礙設施設計規範，創造更友善的廁所空間。

其中，榮獲「2024國家卓越建設獎」最佳環境文化類「優質獎」殊榮的東區十全公園，便擁有台中戶外首座、國內罕見兼顧全齡、親子、性別友善及無障礙的多功能廁所，被評為六星級的廁所，有著超越國內法規要求的可掀式照護床、人工肛門污物盆、手洗器等設備規格，貼心服務特定族群，在公共廁所中實屬罕見。

With a six-star rating that exceeds Taiwan’s standards, the Sunshine Public Toilet at Shiquan Park is a multi-functional facility designed for all ages and genders, catering to families and people with disabilities.

Since 2019, the Taichung City Government has launched the “Taichung Melody Project,” a citywide initiative centered on people-oriented urban development. The project focuses on three main areas: Sunshine Public Toilets, inclusive parks, and accessible spaces. Notably, the Sunshine Public Toilets provide clean, well-lit, and upgraded facilities that enhance users, comfort and convenience while contributing to a welcoming and attractive urban environment.

In an effort to reshape public perceptions of traditional public toilets, Taichung authorities have actively revamped its facilities to improve user experience. Led by the Construction Bureau, the project replaces outdated equipment, upgrades plumbing, and installs separate drainage systems for rainwater and wastewater to improve sanitation and environmental efficiency. Emergency call buttons have been added inside toilet stalls to enhance user safety, while larger air vents and natural ventilation help reduce odors and humidity. The renovations also incorporate design aesthetics and eco-friendly principles, utilizing equipment that meets environmental certification standards. To date, 102 public restrooms across the city have been upgraded, providing users with cleaner, more thoughtfully designed spaces.

Meeting Diverse Needs

with Thoughtful Design

The Construction Bureau has not only renovated aging restroom facilities but also redesigned them with careful consideration for various users, including seniors, parents with young children, women, and children. For example, the public toilet renovations now feature a 1:5 ratio of men’s to women’s facilities and a 3:2 ratio of seated to squat toilets to accommodate the higher demand. These upgraded facilities also include family-friendly amenities for caregivers and fully comply with Taiwan’s barrier-free guidelines, ensuring accessibility for people with disabilities.

Notably, Shiquan Park in the East District was honored with the Quality Award in the Best Environment & Culture Category at the 2024 FIABCI-Taiwan Real Estate Excellence Awards. The park features an inclusive outdoor public toilet—Taichung’s first and among the few nationwide—that caters to users of all ages, genders, and needs, including families and people with disabilities. With a six-star rating that surpasses official standards, the facility offers amenities beyond typical requirements, such as a care bed and an ostomy sink equipped with a sprayer, making it an exceptional rarity among similar establishments.

公廁再進化　引領城市美學

而在今年，台中的陽光公廁也將迎來新的里程碑！市府建設局選定台中文心森林公園公廁為示範地，推動公廁與周邊設施的改造，成功地爭取到經濟部產業發展署的「城市美學公共場域設計共創計畫」，斥資1,500萬元與台灣設計研究院合作，將以「乾淨、明亮、整齊、舒適」為原則，設計一座兼具美感與舒適的陽光公廁。

位於七期重劃區的文心森林公園是台中知名景點，全齡的遊憩設施，吸引民眾前往，同時園區內的「戶外圓滿劇場」，更是台中夏日馬戲節、國際動畫影展、兒童藝術節與各大演唱會的舉行地，公廁的重要性，可見一斑。

完工後的文心森林公園陽光公廁外觀將以白色為主色調，降低視覺上的厚重感。外牆覆以擴張網，兼具隱私保護的同時，也加強通風性。而建築內部更配置能夠強制排風的通風柱，一舉解決傳統廁所給予人氣味不良、潮濕的印象。除了在美學、空間設計上的顯著提升，公廁也結合智慧系統的設計，使用整體盥洗系統，將設備整合在單一系統，並可偵測耗材、空氣品質、濕度及人流等資訊，方便管理人員即時進行清潔、維修，提供使用者更良好的公廁空間。

此外，公廁的設計更優於現行公共建築技術的規則，將男女廁間比調為1:6、坐蹲比13:8。公廁內也設有無障礙廁所、親子廁所、哺乳室，甚至還規劃性別友善廁所、兒童廁所，不僅改善廁所的使用效率和舒適度，也能兼顧各族群的需求。而與公廁一同更新的，還有周邊景觀、無障礙空間、指標設計等項目的改善，預計今年5月中完工後將成為公園新地標。

便捷回饋管道　滿意度達八成

陽光公廁計畫推動多年，除了改善硬體，市府建設局也同步設置「台中市公園公廁通報管理系統」，針對公廁設施、清潔等項目，提供市民便捷的回饋管道。只要以QR Code進行通報，就能讓清潔人員即時處理，回報後亦可透過電子郵件查詢處理進度，並收到維護單位的簡訊回覆，服務一推出即獲得民眾高達八成的滿意度。透過使用者與管理者的雙向合作，更加友善舒適的公廁環境將成為市民生活的一部分，全面提升城市公共服務品質。

A New Wave of Urban Aesthetics Begins with Public Toilets

In 2025, Taichung’s Sunshine Public Toilet Project is entering a new phase. The Construction Bureau has chosen the facility at Wen-Xin Forest Park as the pilot site for a comprehensive renovation, which includes improvements to nearby public amenities. This initiative is part of the Design Movement for Public Spaces program, launched by the Industrial Development Administration under the Ministry of Economic Affairs. In collaboration with the Taiwan Design Research Institute, the Taichung authorities will invest NT$15 million (approximately US$475,000) in redesigning the facility under four core principles: cleanliness, brightness, orderliness, and comfort. The upgraded toilet is expected to combine functionality with architectural sophistication, offering users a more pleasant and comfortable experience.

The facility will showcase a white exterior complemented by expanded metal mesh walls that enhance privacy and improve airflow. Utilizing smart technology, its integrated washing and restroom systems allow real-time monitoring of supplies, air quality, humidity, and foot traffic to ensure timely cleaning and maintenance. The design also meets a high standard of capacity and inclusiveness that exceeds current public building guidelines. It offers a male-to-female stall ratio of 1:6 and a seated-to-squat toilet ratio of 13:8 to better meet user needs. In addition to accessible restrooms, it will also include family restrooms, a nursing room, child-sized toilets, and gender-friendly restrooms that welcome all users. The upgrade also extends to the surrounding park area with improved landscaping, accessible pathways, and redesigned signage for easier navigation. Once completed in May, the Sunshine Public Toilet is poised to become a new landmark for the park.

User-Friendly Notification System with 80% Satisfaction

As part of this ongoing project, the authorities have introduced the Public Toilet Notification System to enhance maintenance. The system enables park visitors to report issues with cleanliness or equipment by scanning a QR code at each facility. Reports are sent directly to cleaning personnel, and users can check updates via email while receiving real-time text notifications about the status of their requests. Since its launch, this efficient feedback system has achieved an 80% public satisfaction rate.
